Prepare a budget
Boren Fellowships provide a maximum of:
Overseas study (maximum duration, one year): $24,000
Domestic study (maximum duration, two years): $12,000
Combined domestic & overseas study (maximum duration, two years):
$30,000
Overseas Study (Section A)
Awards for overseas study are based on program costs and justifiable program-related expenses for a maximum of $12,000 per semester, up to two semesters ($24,000 per year).
Support for overseas study is limited to one year (12 months). Summer programs may be considered if they are equivalent to a full academic semester. Expenses for dependents are not covered.
Use these guidelines to estimate costs for your overseas study program in Section A of the budget. All expenses for overseas study must be itemized. All amounts should be given in U.S. dollars.

Domestic Study (Section B)
The domestic component offers support specifically for language and area studies that enhance a degree program. It is not intended to support the general tuition costs of obtaining a degree or a program based heavily on required courses.
The level of support for domestic language and area studies is flexible depending on the individual requirements of each applicant. However, the total request for domestic support may not exceed the total request for overseas support if used in combination.
A Boren Fellowship application for domestic study only may request a maximum of $12,000 support over 24 months.
Indicate your requirements for domestic support in Section B of the budget in your application. All requests for domestic support must include the title/description and cost of the program(s) at the bottom of Section B.
Examples of appropriate domestic component:
- Boren Fellowship applicants may request domestic support for
more than one course per semester.
An applicant wishes to take a language course in first semester Mandarin and a course in the history of modern China. Each course costs approximately $1,100 per semester. The applicant would request a total of $2,200 for that semester, providing the title/description and cost of each course. - Boren Fellowship applicants may request domestic support
for more than one semester.
A student wishes to take one course in modern standard Arabic during each of three semesters. The course will cost approximately $2,700 per semester. The student would request a total of $8,100, indicating the title/description and cost of each semester’s language course. - Boren Fellowship applicants may request domestic
support to undertake intensive language training.
A student wishes to participate in an intensive summer language program. The cost of attending the intensive summer language program is approximately $6,000. The student would request a total of $6,000 for the summer, providing a description of the language training program. - Boren Fellowship applicants may request domestic support to undertake a language course at the Defense Language Institute Foreign Language Center.
Fly America Act
The estimate for transportation to and from your host country must be for a U.S. carrier due to the provisions of the Fly America Act.
All Boren Fellowship recipients must conform to the Fly America Act, which requires that all air travel supported by federal government funds be on American flag carriers departing from the United States to the foreign destination and returning to the United States, and on all internal foreign flights where such service is available. All fellowship recipients will be required to send a photocopy of the passenger receipt page(s) of their airline ticket to show compliance with the Fly America Act.
To obtain an estimate for airfare expenses visit an online travel site, or the website of a U.S. carrier, and enter your prospective travel destinations and dates. Where possible, check you information with a second source.
